Minutes of Parish Council Meeting 9th December 2025

It was proposed by Cllr Smith and seconded by Cllr Scarborough to accept the minutes as a true and accurate record of the meeting. Resolved all in favour.

 Councillor and Clerk’s Report

Cllr Brockway

The recent local government peer review was extremely complimentary about the approach of the new administration at West Lindsy District Council and it is working well.

There is in the main collaboration across the political parties and division of power and responsibilities. The peer review perceived them as the most improved Council.

Local Government Review is continuing. Consultation is almost closed. Central Government will make the final decision. Tony McCardle is the Government Commissioner and is supporting the process. The date for coming to a final conclusion is unclear . Attended a conference in Windsor and it was clear that the government would not be drawn on whether there should be local elections next year.

Also attended a talk by president of GP’s and the model of social prescribing was considered a very positive approach to health.

WLDC has reserves of £28.5  million. This is a healthy financial position. They are looking to spend £8million on various district projects which are about social inclusion.

The Lincoln Mayor is hard working and working well. Attended a transport conference but Districts don’t have a vote on transport matters.

Emergency Resilience Meeting is being set out so there is a localised plan if needed.

Nettleham Roundabout

This has been signed off. However, the date to start has been delayed from Spring to Autumn as the next stretch of the Lincoln by pass is being completed.

School Event was extremely positive with previous Nettleham and Riseholme pupils . To be reported in Nettleham matters.

University are looking to raise funds. They are in process of selling Lincoln Rugby Club . Lawress Hall is to be sublet to Agritech tenants and more tenants to come to the Rural Science Centre.

Ground heat pumps heat the new glass house . A lot of national interest in the work and have been on National Radio on Radio Four On your Farm.

Planning Application

WL/ 2024/00016 Lorry Park

The matter had now been appealed.  Cllr Brockway reported:-

The appeal so far was largely based on the need for the green wedge.

Highway grounds were not one of the original grounds of appeal.

WLDC are looking to rigorously defend their decision

The way forward was discussed. It was agreed that it was not practical to become a Rule 6 party.

It was agreed that the following steps to be taken forward:_

Cllr Brockway to approach the Mayor

Awareness would be raised within the communities and previous objectors.

LRSP would be approach to see if the A15 was a Red Route

Cllr Diver had approached the planning agent and she proposed that they accept the offer of an updating report on all applicant submitted paperwork of £1,460 +VAT Seconded by Cllr Foster. Resolved All in favour.

A separate meeting would be set up to organise the way forward.

Nettleham Roundabout

Cllr Scarborough raised that she was concerned over the design of the walkway of the roundabout. Cllr Barrett confirmed it was that design to minimise use of land but also to permit disabled access. The date of commencement was unknown.

Email Account

The clerk confirmed that an email account of .gov.uk needed to be set up which would incur a cost. It was proposed by Cllr Andrews and seconded by Cllr Foster to allow the clerk to pursue Resolved All in favour

Litter

It was agreed that the litter on Riseholme Lane had increased particularly since the Showground facilities had opened. The litter also attracted more dumping of waste. In particular there had been dumping of chemical waste on the land. Fortunately, this had been promptly collected by WLDC.

A sign had been erected but it was agreed it was too small and in the wrong place. Cllr Barrett would report to WLDC to make the changes. Cllr Barrett also agreed to look at what could be done in relation to litter and waste dumping.
