The Chairman warmly congratulated Councillor Brockway and Councillor Barrett on their new appointments at West Lindsey District Council. All concurred and wished them well. It was a well deserved outcome. In particular, Cllr Diver commented that WLDC had served them well and on the LGR she had commented that re organisation of West Lindsey was not necessary. All concurred.

Minutes of Parish Council Meeting 13th May 2025 It was proposed by Cllr Diver and seconded by Cllr Smith to accept the minutes as a true and accurate record of the meeting. Resolved all in favour. |

Councillor and Clerk’s Report

He has had an invite to go round the University on 8th October and will see if there is any new interest in joining Parish Council meetings. Fix my Street is helping get repairs done. Some have occurred on Riseholme Lane but the quality is questionable in places. The right turn into Riseholme Lane from A15 was raised. The signage had been knocked down. It was requested whether it could be checked with Highways and Lincoln Road Safety Partnership if a large area could be provided so that traffic could continue to flow northwards .Cllr Fraser agreed
Clerk Report The clerk reminded all that a salt bag was available if anyone wanted it. But they would have to store it. This is in addition to the salt bins.

It was proposed to accept the payments and balance as prepared by S.Diver by Cllr Smith and seconded by Cllr Andrews Resolved All in favour.
Precept There was a discussion over setting the precept for 25/26.The previous year had been £2,500.00 The clerk raised the potential of bank charges and email account subscriptions could be an added expense. In view of the current balance it was proposed by Cllr Foster and seconded by Cllr Scarborough to continue with £2,500. Resolved All in Favour
Bank Account Cllr Diver confirmed that progress was being made albeit slow to get the bank account able to proceed with online banking. Although, it was agreed that Barclays Bank’s practices were not ideal, it was also accepted that all banks were similar.

2025/28

Planning Application
WL/ 2024/00016 Lorry Park This application had been refused which was welcomed by the Parish Council. Cllr Diver wanted thanks to Fytche Taylor to be recorded who had gone above and beyond. The applicant might as yet appeal. It was a question of wait and see but the grounds upon which refusal had been based were irrefutable. The clerk confirmed that as all committee members could not understand the outcome of the Highway report she had written to the Head of Highways, the Highways Councillor and Lincoln Road Safety Partnership raising the concern on the report conclusion.
WL/2025/00638 12 Riseholme Lane This had been granted subject to it being ancillary to the main dwelling as requested by the Parish Council.
WL/2025/00935 Potting Shed University Campus This was the University Application just received for potting room. Good use of the space . No objection by the Parish Council.

Litter The increase in the litter on Riseholme Lane was increased concern. It was clear much of it was takeaway and food packaging from Lincolnshire Showground. Cllr Barrett and Cllr Fraser to talk to Showground Facility Managers to see what could be done and potentially to fund a litter pick. To discuss with West Lindsey District Council. |

2025/ 30 |
Riseholme Bench Cllr Smith confirmed that the bench would be delivered on Friday. It would be then installed as soon as possible. Cllr Diver raised a vote a thanks to Cllr Smith for all his hard work and Cllr Fraser and Cllr Barrett for the funds. |

Email Account The clerk raised that there was a movement to have parish councils and parish councillors with a .gov.uk address. Riseholme Parish Council does have a generic address. Cllr Fraser confirmed that Nettleham Parish council has a.gov.uk address. However, they have a precept of over £10K which might have dictated the reason. Cllr Fraser said he would get the Nettleham Clerk to check. Concern was raised that these accounts would require a subscription. Clerk to check. |

2025/32 |
Scampton Update Cllr Barrett confirmed that a letter had been sent to the Home Office by all the Councils. Currently, there was no plan for Scampton to be used once hotels were closed. However, the alternative use for Scampton needed to be progressed.

University Update No representative present. The clerk confirmed that a reminder email had been sent. |
