Minutes of Parish Council Meeting 22nd January 2019 It was proposed by Cllr Diver and seconded by Cllr to accept the minutes as a true and accurate record of the meeting Resolved all in favour. |

2019/16 |
Report From Cllr White:- She would take back the concerns that the dog bins were not being emptied sufficiently frequently . She also raised whether a polling station could be placed at Riseholme. Clerks’s Report The Clerk reported that a survey was being undertaken to see whether Parish Councils would work better together. Many of the questions were for larger council areas but it was agreed that the clerk could complete the survey based on the co ordinated approach with Nettleham and Burton Parish that had already taken place. |

Finance Final Accounts for 2018/2019 The final accounts were circulated. The balance as at 31st March 2019 was £4,538.00They were proposed by Cllr Diver and seconded by Cllr. Scarborough as a true record and accept the accounts. Resolved all in favour Annual Return 2018/2019 The details on the Accounting Statement and Annual Governance Statement were considered. It was proposed by Cllr Diver and seconded by Cllr Foster to sign and accepted the Annual Return. Resolved All in Favour Payments since last Meeting The payments as set out in the document attached with current balance of £6910.00 were proposed by Cllr Foster and seconded by Cllr Scarborough as a true and accurate record and accept the payments. Resolved All in favour. |

Governance The Code of Conduct , Financial Regulations and Standing Orders were considered. They were proposed by Cllr Diver and seconded by Cllr Scarborough as the appropriate governance documents. Resolved All in favour. |

Planning Applications There were no planning applications to report. |

Heritage Trail
Martin and Tina Finney reported that they were working closely with The University and there would be future meetings to get the final details resolved. Cllr Foster thanked them for their work and supported all progress made to date. |

CPRE and LALC The clerk reported that we LALC had sent renewal details and the CPRE. It was proposed by Cllr Diver and seconded by Cllr Foster that the Parish should renew their membership . Resolved All in favour

Insurance The clerk raised that the insurance would become due and Came &Co always sent quotes. It was proposed by Cllr.Diver and seconded by Cllr Foster that the clerk be authorised to purchase the cheapest insurance Resolved All in favour |

Street Lighting (cycle track) Cllr Foster reported that he had approached the Highway Department and had a got the name Patrick Cant . However, although he had been in contact there had been no response . It was agreed to chase this via Cllr Brockway. It was also raised that the condition of Riseholme Lane was of concern and this would be raised with Cllr Brockway. |

Broadband Cllr Foster had been in contact with S. Brookes from the Lincolnshire County Council and it was still thought that further details would be available in June with progress late summer. |

Publication of Events Cllr Foster had been asked about publication of events . It was agreed that if e mail addresses were sent in they could be informed when events took place. |

Millbeck Drive Traffic Calming A resident had requested a review of the spped limit on Millbeck Drive. This had been referred to Highways and Cllr Brockway had been involved. Outcome awaited. |

2019/25 |
University Update Harvey Dowdy introduced Lorraine Humphries who is the project manager. She reported positive outcomes on their discussions with Bishop Burton College. She reported that planning applications would be submitted for a round barn at the old dairy site, a slight extension to the equine centre . There would be a consultation event on Saturday 18th May 2019. The Parish agreed to help post the leaflet invitations. Lambing Sunday was a sucees with 1200 visitors recorded and £1,000.00 for charity. A meeting was to take place to review and look forward to next year. The University had just been awarded the largest Agri Tech grant this year. The University also now would be having PHD students for agri tech Barclays Bank would be looking to set up as a small business adviser in Agri tech They would be looking to market properties 7& 9 on Riseholme Lane There was a drive for wild flowers Martin Finney raised the painting on the circular building. That would be looked at to se if it could be repaired. The archealogy event was still being planned There could be a tour of the grounds.
