Minutes of Parish Council Meeting 20Th May 2024

It was proposed by Cllr Diver and seconded by Cllr Smith to accept the minutes as a true and accurate record of the meeting. Resolved all in favour.

 

 

 

 

 

 

 

 

2024/25

 Councillor and Clerk’s Report

Cllr  Fraser had provided the following update

 

RAF Scampton

Following the cessation of the Home Office proposal there was to be a sale of the land to West Lindsey District Council with the view of the development of the area into the proposed commercial centre.

 

Planning Portal

Cllr Fraser understood the concerns regarding the planning portal. He would look for someone to come from West Lindsey District Council to discuss the concerns at the next meeting.

 

Flytipping

The position seemed improved on Riseholme Lane and all agreed that reported fly tipping to West Lindsey District council was dealt with quickly.

None that was not picked up elsewhere in the meeting.

Precept

 2024/25

The budget position was discussed. It was agreed that it was difficult to estimate money that would be required. Although the account was healthy it was thought prudent to uplift to £2,500.00 which could be reduced the following year if needed.. Cllr Foster proposed a precept of £2,500.00 seconded by Cllr Andrews. Resolved All in Favour

Planning Application

 

147936 University of Lincoln to remove poly tunnels and replace with glass houses had been granted

 

148251 Dalefield St Georges Lane  Granted

 

146036 Lorry Park A full discussion took place. It was considered most unsatisfactory that this was still outstanding. Two recent serious accidents had highlighted the concerns yet again. Lincoln City Council had unusually responded and sent in an objection. The highway response was awaited.

Minerals and Waste Lincoln Plan

Cllr Scarborough raised that the report was complex but that there was a request to remove twice the original tonnage. This seemed excessive and the question was why was it needed and how would it be serviced. Individuals could respond to the consultation. The position was noted and all appreciated the time taken by Cllr Scarborough

 

 

 

 

 

 

 

 

2024/29

University

Matt Bagley report:-

 

The University as with all others within the further and higher education sector were going through a difficult period but were making changes and savings which would put them in a good position. The apprenticeship route is increasingly popular due to cost. There has been a good student in take even if lower than in previous years.

 

Good news is that The University is a whole is increasing its position on the league tables. In particular, the agricultural department is rated No1 in the Annual Science and Agricultural League Tables. Matt was warmly congratulated on the success of his department.

 

The future master plan meeting for Riseholme has been delayed until October.

 

On campus over the summer it was noted that the lake had turned a blue colour. Extensive testing had taken place but it was a natural phenomenon. The geese had now returned. The large numbers always caused a difficulty but no culling was anticipated.

A survey of squirrels showed they were now in large numbers and damaging the tress.

 

A bio diversity net gain survey is being undertaken of the whole estate.
