Minutes of Parish Council Meeting 26th September 2023 It was proposed by Cllr Andrews and seconded by Cllr Diver to accept the minutes as a true and accurate record of the meeting. Resolved all in favour. |

Councillor and Clerk’s Report Cllr Barrett had provided a written report which had been circulated . It was welcomed and considered most informative. The following further points were raised:-
RAF Scampton West Lindsey District Council are lodging an appeal following the outcome of the Judicial Review and a further appeal is also being lodged. Flooding There was no known flooding in Riseholme but there were grants if required that were available should they be needed to support residents. University Cllr Barrett had attended the breakfast meetings and found them very informative and the University were impressive in their achievements. Devolution The consultation period has now closed and the result will inform the way forward for West Lindsey District Council and Lincolnshire as a whole. Not everyone was in favour of the devolution plan and others said that they did not know enough about it to be able to comment during the consultation period. There was a query over roundabout funding which Cllr Barrett would look into as well as the Lorry Park planning application. County Council Report None Clerk Report None All items were on the agenda

Planning Application 147302 University of Lincoln application to site containers to act as extra facilities at the farm. They were in place and in use. There were no objections by the Parish Council |

Scampton Air Base Cllr Barrett had bought he position up to date. The Parish would wait and see what were the next steps. |

Broadband Connection D. Bull confirmed that Quickline Broadband was now available for use. The whole lane had been connected. Cllr Diver proposed a vote of thanks to D. Bull and Cllr Smith for all their hard work. Seconded by Cllr Foster Resolved All in favour |

University Matt Bagley report:-
The University had been hit like many other institutions with high utility bills and a changing student population. Therefore, cost cutting measures were now being put in place. This was forward planning by the Vice Chancellor to equip the University for the future. |
