Minutes of Parish Council Meeting 30th January 2024 It was proposed by Cllr Foster and seconded by Cllr Diver to accept the minutes as a true and accurate record of the meeting. Resolved all in favour. |

Councillor and Clerk’s Report Cllr Brown At the WLDC Annual Meeting there were no changes in leadership. RAF Scampton, confidential discussions are still going ahead and Sir Edward Leigh is progressing the negotiations. LCC have received money to fix potholes and those on Riseholme Lane were referred to Cllr Brown. Cllr Brown raised concerns over the Nettleham Beck and as the water is thought to originate from Riseholme. Cllr Brown to check with University. Cllr Brown confirmed that the fly tipping sites on Riseholme Lane were not appropriate for a camera but it appeared that there was less fly tipping at the minute. It was reported to Cllr Brown that the shrubbery on A15 was over grown and a dead deer was blocking the path. Cllr Brown to action cutting. It was reported to Cllr Brown that the replanting had not gone ahead around the A15 roundabout and that it should have been done in accordance with the planning application. Cllr Brown to check.

Finance To Accept Final Accounts for 2023/2024 Cllr Foster presented the accounts. He proposed acceptance of the accounts . Seconded by Cllr Scarborough. Resolved All in Favour To Accept Annual Audit and Accountability Statement 2023-2024 Cllr Foster presented the Annual Audit and Accountability Statement . He proposed acceptance of Annual Audit and Accountability Statement 2023-2024, seconded by Cllr Smith. Resolved All in favour Payments since last Meeting It was proposed to accept the payments and balance as prepared by S.Diver by Cllr Scarborough and seconded by Cllr Foster Resolved All in favour.

Governance Cllr Foster presented the Council’s Financial Regulations, Standing Orders and Code of Conduct. He proposed acceptance. Seconded by Cllr Diver. Resolved All in Favour |

2024/18

Planning Application 144036 Lorry Site Cllr Foster informed everyone that further documents had been filed by the applicant. It was proposed by Cllr Foster and seconded by Cllr Diver to instruct an external planning consultant to respond on behalf of both Burton and Riseholme Parish Council. Resolved All in favour It was raised with Cllr Brown the way in which this application was being processed and that there appeared no cut off point for the applicant. It was thought the response from Highways might be outstanding. However, Cllr Brown would look into it. Planning Application 147936 Poly Tunnels by the University. The Parish Council were supportive of the glass houses project and if that meant the removal of the poly tunnel there was no objection. Planning Application 148251Dalefield St Georges Lane Cllr Foster left the room. The clerk advised that two parish councillors were attending the neighbouring property at their request and a further response would be submitted following that visit. Cllr Foster returned to the room. |

LALC and CPRE The clerk reported that LALC and CPRE would require membership renewal. It was proposed by Cllr Diver and seconded by Cllr Scarborough to renew. Resolved All in Favour |

Insurance Arrangements It was agreed to remain with the same insurance arrangements. |

2024/21 |
University Alex F-J and Jenny L gave a very informative presentation to all. The University were prioritising Riseholme Campus in their Master plan. The overall view was a sustainable world class agricultural college. There would be student and conference facilities but also improved public access. Projects included the Glass Houses and the Midden Building. They were looking to enhance the natural environment and bio diversity. However, it did also have to accord with the research company requirements. As part of the process they were looking to engage with the Parish and Residents of Riseholme and Parish of Nettleham. The date of 25th June was considered as a potential engagement date and for the University to confirm. The Proposals were warmly welcomed by the Parish and residents present and they looked forward to receiving more information on the engagement evening. |
